The practice of Chinese–foreign cooperation in education arouses many close attentions. Theoretically, there are many hot discussions on the nature of the Chinese-foreign cooperation in education and the role the government should play at that issue. Discussions in theory on why and how the governments support the Chinese–foreign cooperation in education are rare, but problems arise in practice. Governments'supportive policies are positive public policies. It is the governments'positive and active use of the public resources which belong to the government or the governments'renounce of public resources they deserve to achieve the settled policy goal, namely the government must"intentionally"achieve the settled policy aim. And the settled policy aim should have the nature of public service. According to this definition, the necessity of the governments'supporting of the Chinese–foreign cooperation in education reflected in the following three aspects: firstly, the nature of good service of the Chinese–foreign cooperation in education requires the government powerful support; secondly, the uncontrollable issues happened in the market of the Chinese–foreign cooperation in education requires the supportive correction of the government; and thirdly, the maintain of the education sovereign rights and the promotion of the international competitiveness also require the corresponding support from the government. But there are many faults in the current government supportive policy system. They lie in the inexplicit or incomplete narration of the policy aim, roughness of the measurement and severe shortage of the implement system. Those problems blocked the effective implement of the settled government supportive policies and fully achievement of the policy aim. In view of these problems, this paper put forward suggestions of how to perfect the current supportive policy system and requirement of revising the current policy documents, further stipulation of the concrete aim clearly and completely, and further specification of the supportive measurement among the application range, pluralistic supporting measurement, and ensure of the system itself. To ensure the effective implement of the supporting policy and achievement of the concrete policy aim, the current policy implement should be strengthened further. Either to build up the coordination and cooperation system among various organization or to build up the democratic system to guarantee the effective participation of the citizens, even to strengthen the responsibility system and supervise system to guarantee the fulfillment of the government's supporting promises, and set up an international image of a creditable government.
