Preschool education play a vital role in promoting the harmonious development of the societyand the education fairness process, the development of preschool education is a practical andurgent problem.With the development of economy and society, the social from all walks of life’s attention topreschool education is gradually improving, but in reality,"kindergarten crunch, practical problemsinto the great garden more difficult" also highlights, the present preschool education in China alsofailed to meet the growing demand. At this stage, Experts and scholars at consistent view that thegovernment can not shirk its responsibility to develop preschool education, so the construction ofpreschool education public service system is proposed, and attracted the attention of the researchcommunity. If we say that the government can solve the failure of market and fair demand problemin order to help the healthy development of preschool education, so in the course of itsdevelopment, the government should play what role, how to play this role is a problem worththinking. In this paper, starting from this issue, combined with the actual situation of Ningbo City,trying to build a conducive to the development of preschool education public service system. Themain contents of this study are as follows:The first chapter. Research on the logical starting point of the public service system ofpreschool education, introduces the research background, the research goal and the significance,the related definition of the core concepts, research review, research ideas and methods.The second chapter is the theoretical analysis related to preschool education public servicesystem. On the theoretical basis of the research of this part from preschool education publicproduct attribute theory, government failure and market failure, the theory of new public service,equalization of public service theory, and tentatively set the construction of preschool educationpublic service system principles and related content.The third chapter is the investigation of the present situation of the preschool education inNingbo city. First of all, select Ningbo city each county urban district of150kindergarten as theresearch object, to understand the basic situation of the development of Ningbo preschooleducation through questionnaire, interview, etc.Secondly,through the data collection and analysis,analysis of important problems to be solved and the appeals of the kindergarten of the constructionof preschool education public service system in Ningbo. The fourth chapter is to explore the preschool education public service system. According tothe investigation and theoretical analysis, design the basic framework of preschool educationpublic service system, carries on the analysis to demonstrate the rationality and reliability of thepreschool education public service system.The fifth chapter is the construction of public service system of preschool education inNingbo. Summary of the achievements, find the problems, at the same time,put forwardcountermeasures and suggestions to improve preschool education public services in Ningbo.Study did not end, but rather to seek a breakthrough in the continuous reflection and progress.The sixth chapter is a reflection on the research, points out the existing problems in the process ofstudy, and one of the shortcomings, a prospect of the future study.
