The equality on pre-school education is critical to the education equality which is fundamental to realize social equality. Promoting the equality on pre-school education and ensuring the equal right to education to all the children has become the focus of the world’s attention, because it play an essential part in children’s development. Besides, it’s taken as the main body to ensure the steady development in harmonious society. Nevertheless, the implementation and protection of the equal right to pre-school education in China are not satisfactory. In Fuzhou city, there also exists a phenomenon of unequal distribution of resources in the pre-school education, which arouses the concern of all society. The topic which is analyzing the reason of uneqality and researching the concerning measures possesses very significant sense today, which is helpful to ensure the healthy development of pre-school education in Fuzhou city. By researching the documents and analyzing series of data related to various kindergartens in the city the author points out the main problems of pre-school education in Fuzhou city. In addition, the author analyzes the public policies that have been implemented by some developed countries and regions and uses their experience for reference. Finally, in order to propel forward the pre-school education in Fuzhou city the author provides some specific strategy according to the existing problems from five aspects, such as the quality of teachers, public financial support, community pre-school education etc.
