A Study On Employment Policies For College Students In China On The Condition Of Popularization Of Higher Education

Since colleges and universities' enlarging the scale of student-enrollment in 1999, more and more young people have gained the opportunity of accepting higher education, which resulted in the transformation from the elite education to that of the popularization in our country. But as Chinese economic reforms are being carried out, more and more college students are confronting with the danger of being unemployed after their graduation. So the employment problem is universally concerned by the government and the whole society. At present, there are many researches on college students' employment, but there is less study on the employment policies for undergraduates, which is one of the factors that influence employment.To relieve the current pressure of undergraduates' employment, ensure the harmony and sustainable development of economy and society, and keep the social stability, the current government has brought a series of employment policies for undergraduates into effect according to our national conditions, which obtained a good result in practice and the pressure of employment has been relieved on certain degree. But some problems in the design of employment policies and the process of implementation still exist.Starting from the concept and theory related to employment, the thesis deals with employment policies from the following aspects:The first part explains the concepts of the employment and unemployment, analyzes the theory related to employment, and introduces the foreign measures for promoting employment in the period of popularization.On the basis of analyzing the concept and theory, the second part focus on the status of employment and the problem in the process of employment. The third part is about the current employment policies for college students in China.The employment policies of college students have undergone three periods since 1949, the period of "national unified distribution", the period of "the supply and the demand meeting" and the period of "independent-choosing profession". In the different period, the employment policies differed, which is a process of unceasing reform and development. Each policy had adapted to its stage, and has played a vital role on it. In the view of a crosswise point, employment policies in our country primarily include three aspects: overall policy, concrete policy and special policy. The concrete policy is often influenced by the region and the different areas perhaps have different policies. Therefore the study mainly concerns the overall employment policy and the special employment policy. And the effect of implement about the current policy is also discussed in the study.The fourth part is about the analysis of invalid reason for implement and the orientation of government.Although the government has taken a series of policies and measures in order to promote employment, as matter of fact, the implementation of policy hasn't achieved the anticipated effect and some policies have not really been fulfilled. The reasons mainly consisted of the design of policy itself and some subjective or objective factors when they were executed. Meanwhile, this paper deals with the government responsibility in employment by the means of analysis.The fifth part is about suggestions on employment policiesUnder the circumstance of economy transformation and the imperfect labor market, profiting from the foreign employment policy, some suggestions on employment policies are proposed in present stage. One is the improvement of the policy designs, the other is the cooperancy among the students, the universities and the government to reach the most perfect effect finally.
