Since the reform and opening up, China’s higher education has developedrapidly. With enlarged enrollment, more students entered university for highereducation. The scale of Chinese college students gradually becomes larger. But on theother hand, due to the differences in supply and demand for university graduates,employment of college students has gradually become worse. Social conflict ofemployment between labor demand increasingly prominent college. Studentemployment problem is generally concerned by the whole society. Studentsemployment is closely related with the development of national economy and thestability of society. Therefore, employment of college students has always been thefocus of the government. Government is the main macroeconomic controller of theemployment market. Government has adopted a series of policies and measures toease the employment pressure of college students. Employment policies, as a tool forgovernment to help students achieve employment and protect the public interest,plays a key role in promotion of government in employment of college students.In the development and practices of employment policies, the currentgovernment and universities focus more on the development and promulgation ofpolicies, but lack of policy evaluation and specification. The investigation the effect ofthe implementation of students employment policies and evaluation the effect ofpolicy implementation can help national governments continue to improve studentsemployment promotion policies and provide some reference for the government inthe future to develop more new college employment policies. It has a very greatpractical significance, thus can help solve the employment of university students ofthe current problems in order to achieve full employment.The research plan of this paper is firstly to collate and classify employmentpolicy content, constructing a more concise and systematic framework ofemployment policy. After that the author will establish an evaluation of severaltypical policy assessment models for students employment policies. The author usesa questionnaire survey to assess the effect of the implementation of students employment policies. All kinds of typical employment policies will be evaluated.Research method used in this paper is mainly based on public policy evaluation. Thisstudy uses literature analysis, questionnaire surveys and other data collectionmethods.First of all, based on the theory of unemployment, the author will classifyuniversity student employment policies. For evaluation of the policy, the research willuse integrated assessment model to evaluate students employment policies. Thisstudy is mainly based on two aspects to evaluate policy: user-oriented analysis andpolicy implementation analysis. User-oriented analysis is based on the policy needsof users. In the evaluation process, the author will discuss the policy from the mainanalysis, object analysis and policy objectives. In the research process, the authorboth uses qualitative analysis and quantitative analysis. Based on statistics results,the authors will compare and analyze the effects of the current employment policy,eventually proposing a more targeted and constructive comments and suggestions.The innovation of this study is mainly reflected in the following three aspects:firstly, the author learns the domestic and foreign theory of assessing policy,establishing the framework of employment policy for effect evaluation. The authorpoints out the basic idea and operation of the proposed evaluation process, whichhas important theoretical value for college student’s employment promotion policyimplementation effectiveness evaluation. Secondly, this study starts from the theoryof unemployment. The author classifies the students employment policies creativelyinto these categories: employment policies to avoid potential cyclical unemployment,employment policies to avoid potential frictional unemployment, employmentpolicies to avoid potential structural unemployment and auxiliary and ancillary policy.This classification method has some innovative. Thirdly, the paper starts fromempirical research, using quantitative research methods. The data is collected by thesurvey. The author analyzes the data for evaluation of policy implementation effect.
