Research On Security Threats And Countermeasures For Building "Safe Campus"

In recent years, serious crimes related to campus, such as murder and robbery are committed from time to time. Suicides committed by college students are frequently reported in newspapers. Instable elements triggered by education corruption and the mistaken and incomplete management emerge constantly. The number of fires and traffic accidents which caused severe injuries of students, both inside and outside the campus, is increasing. And the incidents that threaten the security of the campus, teachers and students, as well as property are become more and more frequent. After analyzing the statistics of the crimes in ZJSF, this research shows the severe security threats and hazards both inside and outside the campus.A lot of elements attribute to security threats. According to questionnaire survey, interviews and the analysis of solved crimes, three main reasons are found. The first one is social and political reasons. For instance, the broadening gap between the rich and the poor, the increasing "anti-society" behaviors done by underprivileged people, the rising number of unemployed and unsupported in the universities where they considered extremely safe and costless in committing crimes, which in turn affect the campus security. Except for these, the laws and legislations are not perfect in our country, and the western trend of liberalization and evil cult of Fa Lun Gong constantly interfere the campus. The second one is administrative and managerial reasons. Because of weak educational managerial system, school leaders make deficient emphasis on security, the responsibility and rights of security department are not coincide with each other, the security system and mechanism are not well developed, which all lead to its weakness. The managerial mechanism of campus security, such as the mechanism of solving disputes and dealing with unexpected incidence, are far from perfect. Socialization of Logistics brings about the distribution of benefits, which leads to incompetent of management. Violence against traffic laws and fire system lead to more accidents. The opened campus, Public security bureau put little emphasis on campus security, The campus does not cooperate with its surrounding areas, often facilitates the criminals and weasel from the strike. Third, reasons concerned with students' ideas of security and their qualities. Many students have little knowledge about campus security, and are not aware of protection. There is a broad gap between rich student's and poor student's famity, who have no correct outlook on life and values. They are also has little knowledge about legislation and protection, and apt to commit crimes. Fierce competition makes the students unhappy with their relationship, and their psychological problems are not cured in time.At the end of the essay, constructive theory and experience which are worth drawing from are concluded on the basis of comparative research on surveys of campus security both from home and abroad. Further more, we put forward several measures suit to the realities of ZJSF university and kin universities in building safe campuses. They are, first, the measures took in the field of society, policy and law making, for instance, that should perfect the laws and system, intensify lawmaking on campus security, set up all kinds of mechanism and project for meet an emergency, second, measures took by related students' managerial departments, such as, they should attach importance to education of student legal consciousness, reinforce education on ideological polity and building on the campus security culture, and third, measures took by all departments of safeguard service.
