On The Community Security Risk Aeeessment System In The Perspective Of Safe Campus

Construction of safe campus, closely related to level of social harmony, is a time-consuming and complicated social system project. At present, our country is in the period of rapid economic transition, leading to more prominent and complex beneficial conflicts in society. With continuous advancement of socialization in campuses, various social concerns and problems gradually spread to surrounding environment of schools, increasingly threatening campus safety. Education departments and schools, the main body of students security assurance force, are more and more incapable to prevent the campus from external violence effectively.The school is in a certain community. A safe surrounding environment relies on safety of the community. Therefore, to exploit community resources and strengthen cooperative governance has become an important path to the construction of safe campus. To decrease the threats of external violence on campus safety, this paper presents a mechanism consisting of prevention, control and avoidance, by carrying out a risk assessment system on community security to understand internal and external security dynamics, and specifically remove hidden dangers with intervention measures on the basis of analyzing and studying development trend of community risk and security.This paper draws on domestic and foreign risk assessment research results and fully integrates and uses educational law, management,sociology and other multi-disciplinary theories to explore the specific ideasof establishing risk assessment system on community security and promote the construction of safe campus, effectively preventing external violence. Excluding the introduction and the ending, this paper mainly includes four parts:The first part: defining relevant concepts of community security risk assessment system, and illustrate its theoretical and practical significance from the view of safe campus.The second part: aiming to prevent, reduce, control and eliminate risk factors that affect the campus security within the community, presenting a framework of community security risk assessment system from the view of principles, scope, content, and subject of assessment.The third part: emphatically analyzing the method and procedure of community security risk assessment to explore scientific and reasonable assessment mechanism and eliminate hidden external dangers in the bud.The fourth part: establishing community alert and mental prevention mechanism based on risk assessment results, reducing and removing external security incidents with necessary intervention measures.
