Owing to the rapid development of the computer, communication and network technology, the human society is becoming more and more digital and informational. Information society requires that the members of it have certain information literacy. The level of the information literacy has been used for evaluating the total quality of a talent. Though the TV University teachers play an important role in teaching the young people, their information literacy has been a big problem.With the rapid development of society and the education informatization, there is an urgent need to improve teachers' information literacy. But there still exist some problems in teachers' information literacy training at present. For example: the training lays excessive emphasis on technology studying, ignoring the change of the teachers' educational concept. The training is so unitary that it does not take account into the characteristics of the adult study at all. The main target of this thesis is to build up a new model for teacher information literacy training, which is carried out with the support of network and on the problem. We all hope that it can make the training work more effective.There are six main parts in this thesis. The first chapter brings forward the connotation of TV university teacher's information literacy on the basis of studying concept, history and characteristic of information literacy. Chapter two discusses the reasons of applying problem based learning theories in TV university teacher's training. The third chapter is a questionnaire and the analysis of the survey, which explores the current status of the teacher's information literacy. According to the advanced education thought and idea, chapter four puts forward an information literacy training model for TV university teachers based on problem. Chapter five puts this model into actual practice and analyses the problems of the training practice. In order to improve our teachers' training work, suggestions and counter-measures are put forward for the training model in the final chapter.
