This article investigates the development of information literacy meaning inside and outside of our country, integrating with the ability of long-life learning and innovation which are emphasized in higher education in the new century, taking into account the characters of traditional age, information age and knowledge economy age, the author divides the system info of information literacy in higher education into four faces: they are information humanities accomplishment, information intelligence, long-life learning, knowledge creation. The four faces are subdivided into some indicators, they build up the system info of the information literacy in higher education.Within the concept of long-life learning, knowledge creation and the system info of the information literacy in higher education, the author establishes the curriculum model of information literacy in higher education. The author designs the curriculum: long-life learning and information literacy for the entrants. The target of curriculum is to cultivate the students having new ideas of learning and the ability of creation, which are needed in information and knowledge economy age. The author designs the curriculum for bachelor, master and doctor: knowledge creation and information literacy. The target of the curriculum is to make them know the ideas of knowledge generation, knowledge communication and knowledge creation.According to the curriculum model, the author formulates the implementing model, and puts forward the roles which librarians shall play: they are information literacy research, designing information literacy curriculum, teaching, organizing and guiding the resource of study, establishing information literacy standards.Within the system info of the information literacy in higher education, the author institutes the information literacy standards in higher education. These standards are divided into four sections:ininformation humanities accomplishment, information intelligence, long-life learning, knowledge creation.
