The worldwide new scientific and technologic revolution has triggered a series of profound transformation in the educational sector. The division and integration of disciplines become a general trend. With the shortening of knowledge updating period, new requirements have been put forward to human quality. In recent years, the promotion of a popular higher education and its rapid expansion will have an impact on the quality of higher education reform and thus become a major topic for research in China's higher education research sector.At present, the development of teaching staff team in China's higher education institutions is still in a primary stage. Few achivements can be learned in this regard. Most of the teaching staff teams in various institutions are limited in one discipline in the same university with fewer team developed from various disciplines. The advantages of resource sharing and discilinary complementation have yet to be reflected.This research seeks the features and theoretical principle of teaching staff in higher education institutions through philosophical, managerial, economic and psychologic principles, analyzes the commonness and individuality between the team consisting of teaching staff and other teams and explores the feasibility and strategy to develop the teaching staff.First, it reaches the conclusion that it is necessary to develop the teaching staff team in higher education institutions based on the analysis from three aspects, the society, teachers and institutions. It is of great significance to promote the reform in education and improve the quality of students. Given the current situation in higher education and the disadvantages in teaching and research sections, it is imperative to develop the staff team. The development can be supported by theories and principles from various fields such as philosophy, psychology, management, to name but a few. Thus reflects the feasibility and necessity of team development.Long-term development planning and short-term targets should be set for teaching staff team. Those targets should fit close to the tasks and functions. This research also analyzes the principles and methods of team development based on team management theory and teaching features. The team can be developed cross disciplines and institutions or through restructuring the function and mechanism of existing teaching and research sections. In any case, the development should be grounded on relevant team principles and focus on the interior structure and exterior environment.The major issues in development of teaching staff team are the obstruction for educational concept and systems. The building and development should be guaranteed by conception, system and operation.
