The implementation of Modern Distance Learning Project in the Elementary and Middle Schools in the rural areas has a huge and far-reaching effect on almost every aspect of rural education, especially the education of rural elementary and middle schools. But it also has many difficulties and the questions in the area of the resources application.Based on the reality, a lot of practical work and theoretical analysis, closely related to the resources application situation of Modern Distance Learning Project in the rural Elementary and Middle Schools of Qingyang City, adopting various forms such as consulting the data, interviews and questionnaires, many questions are found, for example, the education idea falls behind, the talented persons who are well informed about education information is seriously insufficient, the school layout is unreasonable and the fund for sustainable development is insufficient. In order to effectively solves these problems, the author brings forward solution strategies to these questions: strengthening the programming of the informational construction of elementary education; increasing the number of teachers and giving full play to the leading role of principals; developing multi-application exchanges and inspiring the enthusiasm of the application; sharpening the management of schools and building incentive mechanism; strengthening supervision efforts and improving the evaluation and examination system; Ensuring distant education running funds and ensuring the project to play efficiency and so on.
