The implementation of Modern Distance Education Project is opportunity forrural primary and secondary education ‘s development, Yunnan Province is locatedin such a frontier, many ethnic minorities, weak infrastructure, inadequate financialresources to the provinces, to achieve basic education in rural areas across the typedevelopment, the best way is to implement modern distance education. In recent years,Yunnan has implemented a series of implementation and participation in majorprojects, making the Modern Distance Education in Yunnan Province has developedgreatly. How does to promote modern distance education in rural primary andsecondary schools in Yunnan is one of the major issues of distance education. Thisarticle aims to educational technology, distance education, learning theory under theguidance of theory, briefly introduced the basic concepts of modern distanceeducation, basic characteristics, the development of modern distance education inrural Yunnan Province, the meaning of, and District of Lincang L region for theobject of modern distance education in rural primary and secondary schools in thearea Lincang L region Development and analysis of problems in the developmentprocess, and the solutions Lincang L region of District Rural Development of ModernDistance Education Problems approach, hoping to promote the area and Lincang Lregion of Yunnan Modern Distance Education. Paper consists of six components:The first part is an introduction, including the topics of reason, the purpose andsignificance, the three content objects and methods.The second part was some of the research related to the theoretical basis, whilethe national implementation of the Modern Distance Education Project of the threemodels were introduced.The third part discusses the development of rural primary and secondary schoolsLincang modern distance education and review of the significance of the DistrictRural Schools Lincang L region course of development of modern distance education.The fourth part of the basic information from the device, school leaders andteachers attitudes and expectations of teachers, the level of information literacy and training, distance learning resources in academic teaching, related security system tosupport the status quo, the status of the relevant six-evaluation system aspects of theimplementation of Lincang L region of district the status of agricultural engineeringwere described far.The fifth part is the Lincang L region of Modern Distance Education Projectdevelopment Analysis of the problems and causes.The seventh part is for L region of district Lincang far implementation of theproject on agricultural problems in the process, forward L region district proposeddistance education in rural primary and secondary development of modern ideas andsuggestions.
