Scale Governance: Structure And Function Of Large-Scale Village's Organizations

The village governance always operates under some specific environment. Different environment make different modes of village governance. The system's uniformity is substituted by multiplicity in real village governance. The environment of village governance organically constitute by many factors. Village scale is one of them. The size of village scale will exert a profound influence on the village governance.From the perspective of "the structure - function principle", taking Caocun as a case study, this dissertation concerns with the uniqueness of the village organizational structure and function, describes the deviation between the real village organization structure and the national arrangement, and analyzes the influence on the construction of village organization by village scale. On the basis of this, we induce the village governance model of Caocun into the scale governance, and make some preliminary analysis on its actual effects. According to the experience of Caocun, we will discuss the reasonable limit of the scale governance, and put forward some proposals to accelerate the village development.This dissertation includes seven parts, as follows:Part I, Introduction. In this part we will unify the village governance reality to elaborate the background and significance of this research, organize the related literature material domestic or foreign, explain the basic mentality and approximate frame of this research, and make some essential explanation to the core concepts. Finally, present the theory tool and the research techniques of this research.Part II, A unique large-scale village. Based on the village scale, namely the population quantity and the region area, the villages would be divided in three kinds: Large-scale village, medium-sized village and mini-type village. First, describe the sample profiles of Caocun, point out caocun is a large-scale village judged by its developing history and reality. And emphasize that Caocun is a large-scale village which history continues.Part III, The village organization structure under system arrangement. Using the system analysis method makes a preliminary analysis to the village organization system which established according to the national law and the system arrangement. Points out Caocun's village organization system mainly conclude: The village Party organization, the villager's self-governance organization, the village collective economy organization, and mass organizations. Introduce each kind of village organization situation approximately.Part IV, Operating village organizations in actual. Elaborate the village organizational structure in actual operation process of the village governance. According to the authority difference, the organizations were divided into three kind of public authoritative organization: The policy-making organization, the management organizations and supervises organizations. According to the village organization's structure characteristic, fix the village governance of Caocun to "the scale governance". In this foundation, briefly analyze the characteristic the scale governance in Caocun.Parts V, The deformation of village organization structure and their correlation with village scale. First inspects the village organizational structure and the system arrangement deviation performance in the actual operation, like the Party and villagers self-governance organization does not divide, two committees integrating operation, the traditional mass organizations' function becoming faint and so on. Next, analyzes the correlation ship between the village organization system deviation and the village scale, pointes out that the village scale is an important variable which affects the actual village governance operation.Part VI, The scale governance's effects. The operation and the function of the village organizations' structure will display mainly in the actual village governance effects. In this part, we will discuss the effects of the village governance; unify the village scale and its influence on the village organizational structure. Emphatically from four aspects: the economical effect, the cost effect, the stabilizing effect and the democratic effect to analyze the effect of the scale government.Part VII, Discussion and summary. The case study of Caocun indicatesthe village scale has a unique influence to the village governance. Pointing out the former researchers has not given the essential attention to the village scale. This dissertation attempts to introduce the village scale as a new variable to study the village governance and to rich the village governance theory. Also, we take the Caocun's experience as the main basis to discuss the reasonable limit which the village scale expands. Finally, Point out the choice of the village scale should be according to the village's concrete environment, and chooses by the villagers independently under the villagers self-governance background.
