With China's reform and opening-up to the outside world, a large number of successful economic talents, familiar with business and good at management come into sight during the process of market economy development. In some regions with developed private economy such as Jiangsu province and Zhejiang province, a great many economic talents having living a rich life gradually take part in political life in village, acting as leading force in village management with a rise in their economical and political status in China's rural society. As a result, a brand-new phenomenon emerges that talents run villages, which become a quite unique political phenomenon asking for people's further understanding and researching. This thesis aims at conducting a tentative research and analysis on the recent phenomenon of "talent-oriented village governance " , that is economic talents as leading force run village with a case study of village Jin in Zhejiang province.The whole contents are as follows:Introduction:An expatiation will be given on the significance of researching the "alent-oriented village governance " phenomenon by reviewing the correlation study both in and abroad .While giving a presentation on the innovative research methods and the data source,the author also do a preliminary explaination on the main concepts involved.Chapter 1: It contains a general introduction of village Jin and a detailed description of historical vicissitude and economic status .Chapter 2: A detailed investigation on public power structure in village Jin and actual talent-oriented system of public power together with deep analysis of the distribution of public power in different strata will be conducted in order to explore structure features and essence of talent-oriented village power. In this chapter, the author tentatively proposes several structure features,such as talent-oriented,high centralization of power,combination of legislative and executive authority,lack of supervision,authority governance and the similar pattern of difference sequence etc .by investigating village public power structure from the perspective of power distribution.Chapter 3: Make a analysis on the specific performance of the management conducted by economic talents in Village Jin. It is confirmed that economic talents as leaders in the countryside can act as both government deputies and village masters successfully, which is beneficial to create a virtuous management pattern with characteristics of strong administration and strong governance . But this model has its negativeinfluences—economic talents' profiting benefits for themselves and thelack of supervision and restriction for their powers.etc. Chapter 4: The analysis of deep social foundations of economic talents as leading force controling the public power structure of village will be in this chapter. Villagers' profit choice for getting rich ,economic talents' subjective desire and the government's channeling off the village's construction while transformating its function,can all lead to talent-oriented village governance.Chapter 5: Some relative theoretical reflections and discussions on the current phenomenon of "talent-oriented village governance " will be in the concluding part basing on the analysis above . It is proposed expanding villagers' democracy,governing by system are important to debase the risk of talent-oriented village governance; it is emphasized differing to the practicality and guiding by principle can help to compose a fine mutual model for talent-oriented village governance;it is believed an innovation and development compared with traditional paradigm of elite politics.
