The study on the village governance in the minority areas is the critical issue of minority regional social development research. The study on village governance in the minority areas has the close relationship with the fate of ethic minority, while it influences the national power on minority regional governance and influences the stability and unity of the minority and the future of modern nation state.The governance study on Tibetan villages is the starting phase. The paper takes the field survey of anthropology and makes the micro analyze on the Tibetan village governance. During the process of research, the writer finds that the Huang jin gou village has the gradually weakened power structure circle that from the inside and outside, of course except the fifth circle (external force).The core of the circle is the party branch secretary of the village, then the second circle is members of the party including the director of the village, while the third circle is the party members,communist member and the representatives of village and the fourth circle is villagers. Actually, the fourth circle is not the whole villagers and only includes the excellent person of village. The fifth circle includes the party and government that dominate the development of village, the Tibetan Buddhism that influences the villagers’ spiritual world and the excellent person out of the village but still pays much attention to the village. The government is the most important subject during the governance process of gold ditch village that dominates the fate of the village and controls the village governance power, which forms the village governance mode dominated by the government.
