The developing aim of making our society more harmonious was proposed on the sixteenth National Congress of the Communist Party of China in November, 2002. The proposing of the harmonious society indicates that our country has set as the basic factors and objects of social and economic development the following things: people-orientation, overall coordination and social fair. As a part of social system, education shoulders an important historical task. The unbalanced and unfair development of education will surely affect the construction of the socialist harmonious society. It is a more practical method to firstly achieve harmony within area because there are similarities in the state of economic development, social customs and habits, historical and traditional cultures in a same area, especially in a relatively small area. The county is an administrative management unit in the grass-roots level in our country. We adopt the county-as-a-unit administrative management system in our basic education, so doing research in the harmonious development quota of county education has a very important practical significance.The harmonious development of county education means a systematic and coordinate, fair and balanced and scientific and proper development between education and social economic environment, between urban and rural areas in the education system, among schools of different levels and types, among different groups and healthy growth of every student. The quota research can offer references and helps for the county education administrative department to plan, guide and inspect the harmonious development of the county education.Several research methods such as document research method, EXCEL statistic analytic method, comparative research method and systematic analysis method have been used in our research. By analyzing the research on education development quota home and abroad, we have found many deficiencies in our education quota research, such as the inadequacy in theory research and the quota content for framework, the chaos and tediousness of macro and micro quota project. Through the statistic analysis of some representative quotas in our county education and individual case research in Lanxi city of Zhejiang province, we find the serious discord in the county education development. According to the research results, we fix our focus on theories guiding the harmonious development of county education and the basic framework of quota system.The choice and arrangement of the harmonious development quota of county education is our major concern. Using systematic analysis method, we try to build the parts of the quota system and concrete quotas of first, second and third level, under the guidance of the harmonious development theory of county education. We also do research and analysis on the choice of major quotas one by one and make emphasis on county characters and harmonious requirements.
