A Study On The Development Of Internationalization Of Higher Education In China

Education is the root of one nation and also the base of the development of the nation, which has been the common understanding of the international community. The competition of national powers in the world has been shown increasingly as the competition in science, technology and talents since the 21^st century came. The scientific and technological level and the quality of talents in one nation are mainly decided by the level of education, especially higher education. Meantime, with the development of economic globalization, the international exchanges and cooperation of education and especially higher education have been frequent and deepening day after day and the trend of the internationalization of higher education has been apparent increasingly. In this trend, some developed countries in the world have implemented the strategy of the internationalization of higher education in order to promote the process of the internationalization of higher education and benefit from such process.The author expounds the necessity of the internationalization of higher education in such four expects as the economic globalization, the national interests, the internal development of higher education and a series of global problems which the humanity are confronted with. The author concludes that the economic globalization is the fundamental force to promote the internationalization of higher education and the relevant regulations on education in WTO has further accelerated the process of the internationalization of higher education with the national interests, the internal development of higher education and a series of global problems as the important factors to promote the process throughout the world.In recent years, the higher education in China has been conforming to the trend of the internationalization of higher education in the world and developing rapidly in internationalization. The internationalization of higher education in China has made great achievements as well as some deficiencies shown mainly in the educational theories, the law construction in the process of the internationalization of higher education and the educational conditions of universities and colleges. In order to make better development of the internationalization of higher education and serve the socialist modernization better, we must find the solutions to solve the deficiencies. Based on the practice as a staff dealing with foreign affairs in one university, the author analyses the development of the internationalization of higher education of the developed countries and put forward the proposal of the internationalization of higher education with Chinese characteristics.The author expounds the internationalization of higher education with Chinese characteristics in such five expects as the implementation of the strategy of higher education's internationalization, the internationalization of the staff in universities and colleges, the internationalization of students' cultivation in universities and colleges, promotion of study abroad and study in China as foreigners and strengthening of sino-foreign educational cooperation activities, in which there are some new ideas about the internationalization of higher education in China such as the construction of the law system of higher education's internationalization, the set-up of specific organizations to promote internationalization of higher education in China, an attempt to set up the special zone of higher education, the educational goal of international talents in universities and colleges, the policy of regarding the education of the foreign students as an industry, and etc.
