On The Problem Of Land-losing Famers In The Process Of Urbanization

China is a great developing country, many people and little land, the resource is deficient. Man-Land Relationship is highly tense. The land is described as famers'lifeblood. With the quickening of urbanization in China, more and more rural population has become registered permanent urban residence,the famers in a new survival environment have lost their own land, but simultaneously their interests have not obtained good insurance. The problem of land-losing famers which is attended widely by society comes into being.The problem of land-losing famers newly rises in the process of urbanization in China and its emergence and influence is unexcepted, which arouses the high attention and strenuous disscuss in overall society. So the problem of land-losing farmers becomes a momentous social issue, and is also related to continuable urbanization and the overall situation of reform, development and stabilization.Land-losing farmers have different concepts definition. Generalized land-losing farmers is a kind of farmer whose land reduces for a variety of reasons reasons. The land-losing farmers in this paper is a conception of narrow sense, and it refers to a kind of farmer whose land reduces because of government expropriating land in the process of urbanization. According to a conservative estimate, the total number of land-losing farmers across the country at present about 40,000,000 people,and every year increase about 2,000,000-3,000,000. Bases on"the general outline of national land utilization"the cultivated land in our country will be more than 54,500,000 mu. If adding large number of illegal land occupancy , the situation will be more serious. It is estimated that by 2030, our country will have 78,000,000 land-losing farmers, which is about 10 persent of the total farmers. In order to ensure land-farmers'livelihood can be sustainable, the Party and the National government give high attention, and take effectively efforts in placing the land-losing farmers, sloving their employment and buliding the social security. But the present land-levying placement policy have not been fundamentally solved. In this process, some new issues that should not be overlooked will inevitable appear, and it will make land-losing farmers become an important factor of making the society unstable.The academia pay attention to the problem of land-losing famers and bring forward lots of penetrating judgments, and then some of these suggestions become state policies and laws, which put into practice and play an important role in the problem of land-losing farmers. As for whole, the researches on the problem of land-losing farmers in the process of urbanization are not enough to resolve effectively the problem of land-losing famers in practice so that the problem is still one of our social main contradictions, which prevent society and economy in developing. Based on the analysis, the author plans to research entirely and deeply on the problem of land-losing famers in order to take own effort to the solution of the problem.This article first chapter summarizes for the urbanization, macroscopically introduces the urbanized connotation as well as the relationship between urbanization and land-losing farmers. The second chapter focuses on the significance of losing land to farmers in order to find the shape of the crux of the problem. The third chapter from the aspects of general and specific policies, the laws and regulations, human factors and so on analyzed the reason that cause the farmer to lose land. The fourth chapter narrates difficult position which the farmer faces and the consequence caused by losing land. Aim to discover the corresponding plan to solve these problems. The fifth chapter is according to the front analysis and research, the author proposes several solutions and some deep level ponder which draws out from this. The fifth chapter carryies on the forecast of land-losing farmers'future development from each compensation policyBecause China is a developing country, due to lack of experience, inevitable in the construction this or that issue will appear. Land-related issues is undoubtedly related to the core issues of social development. Not solving contradictions well will affect social harmony and stability, but also it is a serious impediment to the rapid and healthy development of national economy. How to let land-losing farmers to be separated from present survival crisis, simultaneously let land-losing farmers and their generation to continue the healthy development is vital and the realistic question that relates the coordinated development between urban and rural areas and construction of harmonious society. Discussion to solve this problem, regarding maintains the social stability and the national long-term peace and good government, has the special important meaning. Authors believe: under Central Party Committee's correct leadership, in the correct policy and ours joint efforts, land-losing farmers will certainly have a a bright and splendid future.
