Teaching competency of teachers is the key to improve the quality of teaching and train creative talents in the history of basic education development in China. With information technology developing rapidly nowadays, teaching competency of teachers has been enhanced and expanded. At the same time, teachers also face greater challenges. Accordingly, governments around the world are concerned with improving the competency of using information technology of teachers (especially primary and secondary school teachers) to enhance teaching, that is, educational technology competency is very important. Chinese government also launched a national educational technology competency building plan for primary and secondary school teachers in April 2005.The background of this study is the implementation of a national educational technology competency building program for primary and secondary school teachers. This study aims at description and analysis of educational technology competency which is necessary in teaching subjects. We integrate research methods of education; furthermore, task and competency analysis methods of human resource management are introduced to the research of education. We describe educational technology competency in detail which is necessary for teachers to finish their work through establishing competency model and competency dictionary. At last, we discuss performance evaluation of teacher's educational technology competency. The work of this research includes the following:Based on the first round interviews of experts and teachers and analyzing critical incident of notes for the network training platform of educational technology competency, we establishe the educational technology competency model of transition phase.The second round interviews of experts: The educational technology competency model of transition phase is modified by the second round interviews and the educational technology competency model is created which is necessary in teaching subjects.The questionnaire is designed aiming at excellent teachers in forefron t of teaching. This study collects samples of educational technology competency in practical work by a questionnaire survey and creates a diction-ary of competency.The importance and frequency of sub-project of the competency model is empirically studied in teaching subjects. The effectiveness of competency model is analyzed. We implement the 360°feedback assessment and test the availability of competency dictionary by analyzing the similarity between feedback questionnaires.Furthermore, this dissertation summarizes the analysis method of educ-ational technology competency based on the competency model. The too-l kit of competency analysis is developed.At last, we compare the evaluation of teacher's educational technology competency between China and USA.
