The information technology in education has brought great change to traditional higher education, and educational technology (short for ET) is the breakthrough of the innovation of traditional education,teachers'ET capabilities have become an important constituent in teachers'competence. But there haven't been any specific guidelines for teachers'ET competence, so it is necessary to carry out the research that pertains to university teachers'ET competence,basing on which an ET competency framework should be set up.First, some analysis on university teachers'character has been done and the connotation of the university teachers'ET literacy is brought forward. Then the author quotes the ancient idea named"knowledge-sentiment-will-ability", as well as the aesthetic literacy, dividing university teachers'ET literacy into knowledge literacy, ability literacy, sentiment literacy, aesthetic literacy and literacy in scientific research, and establishes a new system on university teachers'ET literacy, along with some explanations.Second, the author ascertains the content of the college teachers'ET application ability through literature research and interview investigation. The author chooses eight excellent university teachers, who are examples of the integration of ET and curriculums, as objects of the study, and does much research on their teaching experience, e.g. their courses, their own experiences and students'responses. By means of the combination of the DACUM method on professional competence and the interview investigations, the author concludes the ET capacity that those teachers applied to teaching and puts forward a set of university teachers'ET competence.Third, based on the above studies, three questionnaires for competency framework study have been designed and sent to a panel of experts made up by twenty-five educational experts relating to the training of ET competence for university teachers. We completed three rounds of questionnaires in E-mail based on Delphi Method process. An ET competency framework for the university teachers has been set up grounded on the outcome of the above-mentioned study.Last but not least, the author discusses the assessment of the university teachers'ET competence, analysing the principles, methods and tools of assessment.
