Adult Education of ordinary higher learning is one of the major educational institutions in China. Currently, Adult Education College has encountered many difficulties in admitting, teaching and managing. With the development of information technology, Adult Education College faces the mode-shifting trends from correspondence education mode to the modern distance education and tele-education combined mode. Now, ordinary institutions'teaching methods and management methods of higher learning can not meet the new form of development. In order to improve the quality of Adult Education, and strengthen our competitiveness, it is necessary to build education services system to keep with the development of Adult Education College.This paper is divided into four parts. Introduction is the first part. (1) Why we should do this research? Minister of Education Zhou Ji said that we must continue to put forward vigorously develop education, adult education and lifelong education, to improve the quality of our laborers and to construct a strong human resource power country. Shandong Province's manpower is in short in the construction industry, as adult education institutions, we should establish service system, improve the quality of education, train more and better talent. (2) The status quo at home and abroad. Western developed countries have established a relatively complete system of adult education services, and other security system of legislative, financial, construction of these disciplines, teachers, etc.. Based on the introduction of the Western developed countries service system theory, some of our scholars begin an education service system in Distance Education, but merely list the content of the services, not from the overall consideration of the elements of the organic composition of services, and lacking the necessary theory. (3) The significance. We could know education from the perspective of services, and know services from the point of view of system. (4) The purpose of the study and its methods. Focusing on improving the market competitiveness of education, the main purpose of this research papers is to attract more students and improve the visibility and credibility of university, and to seize this core services, and optimize the process of teaching management, and consider overall the elements of services, and design to improve the quality of education service system. On the basis of application of Shostack's vision line category and of Sweden famous enterprise manager Jarmo Lehtinen's"Three-stage"consumption process, this paper design a adult education service system. (5) The outline of this research. That is to establish a correct concept of education, market-oriented, and to become student services, personnel training services for enterprises, and under the guidance of system theory to design adult education service system.The second part is an outline of adult education services system. (1) The contents and characteristics of service. Service is a conduct based on material wealth to increase effectiveness of consumers by the value-creating activities. It has dual nature, the first is the process attribute, and the other is physical products manufacturing process, from input, processing to output --- series of interrelated activities. The following is about the characteristics of the services, namely, invisible, can not be stored, the provision of services in the consumer identity, service performance difficult to accurately measured. (2) The attributes and characteristics of education services. First about its service attributes and product attributes, followed by the introduction of special education services and its complexity. (3) The adult education service system, about its concept and characteristics. Adult education services system is a system composed by adult educator, adult education services means, adult education contents and adult students. Adult education services system has four characteristics, that is, professional, extensive, flexible and life-long.The third part discusses the school system of adult education services and its deficiencies. Adult education school was founded in 1958, adopted one class management system and organized architects training and job training, and now has been formed to build a professional group for the main characteristics of multi-standard, multi-level, multi-form school system. Based on the basis of the investigation, this paper is to find the school system in the adult education services and its shortcomings, mainly in six aspects, that is, no clear concept and thinking; ignoring educational needs, single mode; teaching content obsolete; teachers lacking awareness of adult education, teaching ineffective; education means backwardness, lacking of learning support services; service system in Taiwan before and after work detached and the lacking of overall design.The fourth part is about adult education services and recommendations for improvement measures. (1) Propose the establishment of adult education services system which is based on Shostack's vision line category and of Sweden famous enterprise manager Jarmo Lehtinen's"Three-stage"consumption process. (2) Propose adult education services system and recommendations for improvement measures, namely, clear idea of school, adhering to a correct guiding ideology, and to guide the market-oriented development of adult education; the needs of society curriculum reform system the main line and improve teaching content; training teachers and improving the quality of teachers; improving education means to run a modern distance education; integration of services elements, and optimizing service system.
