Research incentive is a important matter of management in university. It is significant for university to enhance the level and quality of scientific research. This study take Maslow's theory of need levels as basic theoretical framework, and combined with Aodefu's ERG theory to empirically test quantitatively the research needs structure and research incentive satisfaction based on self-designed questionnaire. The following topics are what I found through the research.1. The self-made university researchers' scientific research needs structure questionnaire is of good reliability and fair validity. Through the method of explore factor analysis, it comes that the university researchers' scientific research needs structure in Chongqing consists of four needs: the economic needs, the stable needs, the esteem needs, the development needs.2. The intense degree for the four needs is like this: the development needs, the esteem needs, the stable needs and the economic needs.3.The university researchers' scientific research needs are different in such variables as age, working years, professional title and education background.4. The self-made university researchers' scientific research needs structure questionnaire is of good reliability and fair validity. Through the method of explore factor analysis, I reached the conclusion that there are four kinds of incentive types: the economic incentive, the spirit incentive, the esteem incentive, the development incentive.5. The satisfaction of four research incentive types from high to low were the esteem incentive satisfaction, the spirit incentive satisfaction, the spirit development satisfaction, the economic incentive satisfaction.6. The satisfaction of four research incentive types of Chongqing university are different in such variables as research area and whether have plural offices of administrative duties.Based on the empirical research and analyze, I found that in order to enhance the efficiency of research incentive, universities in Chongqing city should pay attention to following aspects: 1. Attaching importance to the development incentive measure, so that researchers could be provided with indispensably developing space and material conditions, which would satisfy both the self-realization of researchers and the development of scientific research of universities.2. In order to solve the problem that researchers' dissatisfaction of economic incentive, universities should have to increase the material encouragement. Economic incentive is an indispensability factor as a health protection.3. Continuing insist on the esteem incentive and the spirit incentive, researchers could be satisfied on spirit and esteem.4. For the actuality of research incentive satisfaction in different research field, equilibria between subjects should be taken into account, otherwise it is not conducive to scientific research strength of universities.5. When we carry out research incentive, we should consider such differences of researchers as age, working years, professional title and education background. Incentive measure should be designed according to such different situations mentioned above, consequently incentive measures could produce greater benefit.
