Since open and reform policy, especially in recent 10 years, rapid development has been achieved in China's higher education and the competition between universities, which is actually the competition of their talents and teaching staff, has also become increasingly fierce. for the Purpose of further deepening the reform of inner management system, it is their urgent task to find ways to strengthen the inner management system, and to build up a scientific motivation mechanism which is advantageous for bringing up and using talents, so as to let the teachers take full initiatives and to use their creative power to the fullest extent, and to raise the teaching quality and efficiency of the university and to ensure the vigorous and sustainable development of the university.This paper analyses the university teacher incentive mechanism in an overall and systematical way.Firstly, it elaborates the domestic and international incentive theories, including some content mode incentive theories, such as Maslow's need level theory, ERG theory of Alderfer, dual factors theory of Herzberg, achievement incentive theory of Mcclelland; some process mode incentive theories, such as expectation theory, fair theory, establishing goal theory; some behavior correcting mode theories, such as reinforcement theory, result belonging to reason theory, setback theory.Secondly, the paper analyses the present situation of China's university teacher incentive system, and puts forward the existing problems that call for further research and solution.Thirdly, based on the need characteristics of university teachers, it raises the general thought and rules in establishing university teacher incentive mechanism (based on human beings; spiritual motivation combined with material motivation; positive motivation combined with negative motivation; inner motivation combined with outer motivation; fair motivation combined with partial motivation).Finally, it takes the example of university A, aimed at its present main problems, puts forward the outline of establishing university teacher incentive system from three main aspects: change concepts(competition concept, position management conceptand concept of income based on contribution); improve systems(the reform of the present assessment system of the titles of technical posts and the gradual adoption of the post employment system; the deepening of the distribution system within university and the building of a more flexible rewarding system; the building of a scientific and reasonable evaluation system; a complete training system for university teachers); perfect environment(free academic environment, stable policy environment, competitive and cooperative human environment, well equipped working environment and comfortable living environment)...
