Since the beginning of the Twenty-first Century, the sex ratios at birth has emerged into the spotlight of the nation's Demographic studies. While the sex ratios at birth remains high, it has been attracting the attention and participation of scholars and National Population Regulators increasingly.From the debating between the opinions of a real rise or a pseudo rise of the gender disproportion in the early 90's to the intensive studies of the characteristics, causes, and consequences of the gender disproportion today, it's a journey from doubting to resolving in the research of the sex ratios at birth in China.While the sex ratios at birth remains constantly high, according to the theories and principles for public administration in the Science of System, the Science of Public Administration, the Analysis of Public Policy, the Public Economics, and the Ecology, and referring to the reports of national and international studies, this article describes in details the characteristics, consequences, causes, and solutions of the sex ratios at birth in the province of Hunan. The characteristics of the sex ratios at birth in Hunan are comprehensively portrayed with statistic analysis of abundant data. Aiming at promoting the harmonies of the society and for the wellbeing of the rural residents, thorough reasoning is carried out to find all the potential harms of the sex ratios at birth. The causes of the sex ratios at birth are analyzed by modeling reproduction ecology. And through case studies of anti illegal gender identification of foetuses and anti nomadically required abortions, this article presents the status and challenges in the government's effort in correcting the disproportion.
