Study On Yunnan Sex Ratios At Birth And Its Empirical Research And Countermeasure Analysis Of Government Governance From Year2005to2010

The population problem in China has been already the important strategic task that we are facing in economic development, social progress and the sustainable development of resources and environment for a long time. Since the beginning of1980’s, the rise phenomenon of sex ratios at birth has revealed its importance for the first time, and has became obviously in1990’s. In the21st century, the sex ratios at birth remains constantly high, and this is an indisputable fact. If things go on like this, it will arouse the serious social consequences and negative effects for building a harmonious society. Yunnan is a frontier ethnic mountainous province, the population situation is not so optimistic because of the backward economic development and weakly population development environment. The sex ratios at birth will remain constantly higher than normal for a long time. If things continue in this way, the sound development of population environment and the harmonious stability and sustainable development of the whole will be affected in Yunnan province.According to the theories and principles for the Science of Public Administration, the Public Policy Analysis, the Public Economics, and the Population Statistics, and referring to the reports of national and international studies, this article conducts study on Yunnan population and family planning statistical data which from2005to2010, and during this period, aiming at analyzing the constantly high of the sex ratios at birth in Yunnan.The variation trend and characteristics of the sex ratios at birth in Yunnan are comprehensively portrayed with statistic analysis of abundant data. Thorough research is carried out to find the reasons of the sex ratios at birth rising both in multilevel and multi-angle. The theoretical framework of gender predilection realization process has been built. And through in-depth analysis on unbalance and possible harm of the sex ratios at birth, combined with the actual situation in Yunnan, this article presents the specific government governance and countermeasure analysis in detail.
