In the process of economy turn of our country, unemployment, laid-off, labor participation rate and manpower capital accumulation shortage have influenced the development of the economy of our country seriously. All these problems are closely related to the deficient growth of the employment market in our country, which is not a unified, open, competitive and orderly employment market. The growth and feature of employment market are closely related to government behavior. Government, especially local governments play an important role in the development of employment market. Therefore, research on local government behavior in the development of employment market is realistically important, as it is helpful for us to do thorough study for local government behavior and the development of employment market, for the reasonable disposition and realization of human resource and promotes the optimization of human resource.. The two innovation points of this paper are as follows: to put forward some suggestions on local government behavior in the development of employment market on the basis of research, which is strongly operational; to enrich utilization of the " administration " theory in the government reform process of our country on certain degree. The insufficiency of this paper is that the analysis of the relation between employment market and local government behavior should have been more complete, and the research on the problems facing the local government when conducting governmental behavior in employment market development should have gone deeper .At the same time, this paper mainly elaborates from the angle of substantial evidence, so it lacks of horizontal comparative analysis, which is also the limitation of the paper.This paper is formed mainly by 3 parts: basic theory of the local government behavior research in the development process of employment market; research on the government behavior in the development of employment market in Sichuan province; suggestions and countermeasures on improvements of government behavior in employment market development. The first part defines what is employment market, local government and government behavior, especially makes detailed analysis for the features, denotation and the concept of government behavior, and then elaborates on government function location, government function location and restriction factor of government behavior as well as the way of government behavior in employment market development. Government function location denotes mainly the function that government should fulfill in employment market: to ensure system supply, cultivate market , protect and maintain market competition and communicate effective information. The location of government function in employment market is the foundation of the argument of full text. After positioning for government function, it analyses from the aspects of both internal factor and external factor that restricts government behavior and make elaboration for the way of government behavior. The research of this part is the demonstration research of the second part, it especially offers solid theoretical foundation for countermeasure suggestions of the third part. Part two divides into three minor parts, the former two parts is the historical stage and the problems facing the development of employment market in Sichuan province. The content of these two parts is mainly from questionnaire investigation, visit on the spot talk and related documents. The most important part in the second part lies careful analysis of the shortages and reasons of government behavior of Sichuan province in the development of employment market .The shortages of government behavior divide into 5 aspects mainly, having not established a perfect system of social security; local government supervises for employment market un-efficiently;, investment for manpower capital is not enough; over -intervention in employment market; conflict between employment market and service market and human resource market get multiple management. Finally, this part analyses and points out the reasons of shortages of government behavior from the perspectives of culture, law, economy and management.The final part of paper has put forward suggestions on the improvement of government behavior in employment market development. It divides into five parts mainly :to make clear local government function , accelerate the change of local government role; to increase the investment intensity for manpower capital for the purpose of providing talents for the development of employment market; to play the role of being not government organizations , to promote the development of employment market; to coordinate the relation between human resource market and service market, to guarantee the healthy development of employment market; to improve specific development measures ,to construct the external environment of the development of employment market. These five countermeasures are relatively operational, in correspondence with the former two parts.
