The convening of the 19th National Congress of the Communist Party of China marked that socialism with Chinese characteristics has entered a new era.With the accelerated transformation of the government in recent years and the deepening reform of the economic system,all aspects of China are developing rapidly and vigorously.In terms of education,the scale of China's higher education has been greatly expanded since 1999.The number of university graduates has also been increasing rapidly in the last 20 years.The number of 2017 graduates is as high as 7.95 million.The number of 2018 national college graduates is expected to reach 8.2 million.people.The employment problem of graduates from deaf schools has aroused the attention of the government.To promote the smooth employment of college graduates,the central government and various local governments have formulated,amended and supplemented employment regulations and policies,and achieved certain results.The results are not entirely satisfactory.University graduates are valuable labor resources.If such a huge group is improperly placed,it is not only a waste of human resources,but also a pressure on the stable development of the society.Therefore,in order to improve the employment rate and employment quality of college graduates,it is necessary to analyze the policies to promote the employment of college graduates,and to find out the shortcomings in the process of the formulation and implementation of existing policies through analysis and to provide corresponding suggestions and countermeasures.The purpose of this paper is to study the contents of the policy formulation and implementation process as well as the implementation of the policies of the local government in promoting the development of college graduates in our country.Taking Shaanxi Province as an example,this paper studies the effect of the current Shaanxi University Graduate Employment Policy.The research methods used in this paper mainly include systematic research methods,literature research methods,and questionnaire surveys.Through the investigation and statistics,this paper analyzes the performance and causes of the poor results of the promotion of college graduate employment policies in Shaanxi Province.Finally,according to the analysis,the measures and suggestions for improving policies and optimizing the implementation of policies are given.This article consists of six parts:The first part aims to explain the theoretical and practical significance of the background research of the topic selection,collects and summarizes the research status of domestic and foreign topics related to graduate employment policies,and summarizes and summarizes existing theories and ideas of scholars at home and abroad.This article designs research ideas based on relevant theories such as employment and public policy.The second part:Define the related concepts such as universities,employment,and employment policies,and elaborate the main theoretical basis of' this article,including Keynesian employment theory,government intervention theory,new public service theory,and public policy assessment theory.The third part:The evolution and current situation of the government's policy to promote college graduates' employment.This part first reviews the evolution and content characteristics of China's college graduates employment policy,and then sums up the current central government's policies to promote the employment of college graduates and Shaanxi's policies to promote the employment of college graduates.The current policies are divided into three categories:policies to adjust the supply and demand balance in the job market;policies to improve the employability of college graduates;and policies to improve the supervision of the employment market and the social security system.The fourth part:According to the related theories of social survey and public policy assessment,the evaluation system of college graduates employment policy was carried out.A market survey was conducted.According to the results of the survey,an evaluation was made of the employment policy of college graduates in Shaanxi Province.The evaluation conclusions are that the policy is not effective,the content and implementation process of the policy both have shortcomings,and the reasons are analyzed.The main reasons are that the policy publicity is not in place,the operability is not strong in the implementation process,and the policy is universal Low level situation.The fifth part:According to the analysis results,it proposes specific suggestions for the promotion of the employment policy of college graduates by the local government from the following three aspects:adjusting the supply and demand balance in the job market,improving the employment ability of college graduates,perfecting the employment market supervision and social security system.The last part of the conclusion is mainly the summary and induction of the previous part of the body,presenting the main points of view and pointing out the deficiencies in the research,and make an outlook for the future.
