The Research Of Government Policies In Interveninhg Graduate Employment Under Market Failure

This article is made up of five parts. In the first part, it analyzes the importance of the research of the graduate employment, introduces some related domestic and international research results, the thoughts and methods of the research. The second part describes the theory of human capital investment, theory of job search, theory of labor market segmentation. In the third part, it analyzes the importance of the government intervention to the graduate employment through analyzing the influence of the product attributes of higher education and"the new study useless"to the strategy of talent and power, sums up the phenomenon of the market failure in the allocation of the graduate resources. The fourth part introduces three policies which promote the graduate employment in foreign countries, including demand promoting policy, supply promoting policy, matching supply with demand policy. It introduces some policies which China used to promote the graduate employment. This part plays an important role in the follow-up part. In the fifth part, it gives out four policy suggestions of government intervention to the graduate employment, including the servicing policy, prompting policy, leading policy and insurance policy.
