Abstract: As an important part of the new policies enacted in the late Qing dynasty, the emergence of the new education was significance in the Chinese education modern history. In this reforming act, villages and towns were at the neglected status, which could be told from the new educational system in 1903, as well as from the setting of the educational institutions that hadn't concluded the setting in villages and towns. Especially in the new educational system, villages and towns hadn't been given positions regarding the responsibility of different official rank in the establishment of the public schools, which leaded to the disadvantage in he allocations of the education resources.But this doesn't mean the villages and towns' weak roles in the education act. Because the villages and towns undertaken the duty of establishment of the primary education, which had the vital role in the national education popularization. However, the local education activities frequently suffered from the insufficient fund, which resulted in various reasons, and such kind of hard situation also took place in some other places besides towns and villages. But, due to the characteristics of dealing with local affairs in towns and villages, the contradictions and situations turned to even worse in the reforming period. By four cases of fund raising and school establishment in the period of the new policies , at the bottom of the society in which no educational institutions was established, this paper is going to probe into the contradictions and the hard situations emerging in the villages and towns in details, and excavate the deep reasons for it.
