To save the nation in peril in the late Qing Dynasty, people of insight have travelled to Japan which rapid rise through the Meiji restoration, taking the initiative to learn Japanese all aspects of the situation and seeing Japan as the main object for learning. Trying to based on the investigation and writing of Japan to seek out the way to save Chinese people out the stuck, which created a large number of investigation including many education investigation travels. The content of the education investigation travels which compiled of dispersed education class of travel was rich in detail. Presenting strong distinctive purposes for saving people and countries in distress. In many narrative about education, it is not difficult to find that the spirit of the values education was given great attention.From the "education inspection record", this article regard as the Japanese values education which was given great attention of the "education inspection record". Around the content of these values, the values education method and characteristics are analyzed, striving to draw the outline of the overall style of Japanese values education, to explore the values education in Japan on the rise of Japan and the significance in the process of education modernization in China, and try to learn from Japan’s experience in values education to provide enlightenment for the present China’s values education, through comprehensive analysis and grasp of Japanese values education, affect our cognition and attitude for values education today.
