With the perfection of market economy system of our country, the gross level of people's incomes has been improved ceaselessly and the incomes of colleges and universities teaching and administrative staff are also confronted with new challenges so that the gross level of people's incomes has become one important factor of colleges and universities attracting, stabilizing and well-using talented persons. Whether or not the distribution of the inner school subsidy is fair or reasonable, as a key component of the colleges and universities teachers salary management is supposed to be more adaptable to the gradual social changes, to face new challenges, and to meet the new requirements of school development. Thus, new system arrangement and management innovation are required.With the combination of determining the nature study and quantitative analysis, a down-to-earth way with demonstration analysis method, the article, from people's economy reason and based on the relevant theories of economics, management science and salary payment science, analyses the income achievement of international colleges and universities, and compares the distribution of the inner school subsidy standards in China (mainly in Jilin province), to find out the distribution of the inner school subsidy that would be suitable to our university suitable teaching and administrative staff characteristic and improve the school development. Maybe there are few obviously innovative points in the article, but comparatively the new school inner subsidy system will be to accord with school personal administration train of thought, to accord with concrete characteristic of school income distribution system.There are six chapters in the article.The first chapter introduces the topic background and significance, relevant concepts, researching methods and innovative points.The second chapter introduces the current situation of Jilin University, the system of the inner school subsidy distribution, the gross level of teaching and administrative staff's incomes, the satisfaction degree of the present staff as well as the concrete problems in teaching, researching and management, analyzing the main problems of the present school income distribution system from different aspects to find out the foreseeable consequence.The third chapter is about rationalization proposals of founding the inner school subsidy distribution system, by the knowledge of the achievements salary distribution systems of colleges and universities at the same rank both at home and abroad and by comparison of the inner school subsidy distribution systems in China, especially in Jilin province.The forth chapter sets the principle and goal of the new inner school subsidy distribution system, giving full consideration to the factor that founding the inner school subsidy would influence distribution. By setting some rational principles, to the extreme extend, the staff in their individual posts and the achievements can be presented within the new inner school subsidy distribution system.The fifth chapter is the brief analysis of the elementary factors that involve in the inner school subsidy distribution, proposing the basic theory of constructing new subsidy distribution system, the introduction of fuzzy mathematics theoretical analysis to establish the new inner school subsidy distribution system, setting the frame work of the new system according to the posts and the achievements and carrying on the new system's concrete project design.The sixth chapter, as the end of the article, carries on the feasibility analysis from three aspects: whether or not the new system is in accordance with the domestic salary reform; whether or not it is in accordance with the personal expectation of the staff about the achievements salary distribution; and whether or not it is suitable for Jilin University to compete both at home and abroad.
