Great changes have taken place in the world since we entered into the 21st Century. One of the important changes is the education reform, which shocks the higher learning institutions most. Higher learning education strongly influences all walks of our life. At the same time, the demand for higher learning education is increasing accordingly, thus requires every country in the world to train the high-quality talents so as to keep pace with the times and adapt to the changes. At the end of 20th Century, the central government of China convened the Third National Conference on Education since China took the policy of opening to the outside world, proceeding from the considerations of the overall work on socialist modernization and aiming at meeting the future challenges and realizing the national rejuvenation. During the session of this conference, "the Decision on Deepening the Education Reform and Promoting the Quality Education by Central Committee of CPC and State Council" was issued. In August of 2002, the Ministry of Education issued the "Outline on Physical Education Teaching in Ordinary Universities and Colleges", which put forward that the higher learning education should be aiming at cultivating the quality students with innovative spirits, practical capacity and mental and physical health. This shows that the central government of China pays much attention to physical education in universities and colleges.Higher learning education is the base on training quality talents at various fields and levels as well as the final stage for students to have physical education. " The physical education in higher learning institutions is related to the implementation of the national policy on education, the quality of students as well as the mental and physical health of university students ". Physical courses are the main part of physical education in universities and colleges and are significant to enhance the physical and mental health, foster good habits and moral character. However, there are some problems in current physical courses teaching, which compel universities and colleges to change the courses of physical education.This article is to have 1000 university students, 100 universities teachers and some directors of the department of physical education as the study targets. Many study methods as investigation, documentation and statistics are adopted to study the status quo of physical education teaching in the higher learning institutions in Shandong province. A few viewpoints concerning physical education courses reform are raised and the advantage and disadvantage of the reform of physical education are analyzed in this article. The main purposes are to put forward the countermeasures to promote the reform on physical education courses in Shandong province. The study results are as follows.1.Some universities and colleges in Shandong implement the "Outline" seriously. Most of the teachers in those universities and colleges are guided by the concept of "health first" while some others still need to change mind.2.The teaching materials in some universities and colleges in Shandong are featured in diversification and complexity. Many teaching tools at various levels and with different characters are used. However, the teachers usually adopt those teaching materials accepted by the educational administration as the chief sources and make some innovation based on that.3. Some of the "master class" and "adventure" physical education project are concerned, colleges and universities should in the normal classroom appropriate proportion of the increase in track and field, gymnastics and other activities, In addition, the course should be set up health care.4. Sports content of the theory in teaching is lack and single . Classroom theory can be adjusted as good sports and sports health knowledge, emerging sports content ratio, making students continue study in learning interests drives5.The teaching content in some universities and colleges in Shandong is becoming diversified while some programs welcomed by students cannot be carried out due to the lack of places and equipments. 6.The evaluation of physical education courses in some universities and colleges in Shandong is focused on skill and quality. The individual difference between students is ignored and the process evaluation is not sufficient.7.The students in some universities and colleges are active in our-door physical programs, but a big difference exists between male and female students. The female students are obviously inactive compared with male students.
