A Research On The Substantial Development Of The Provincial Sports Organizations In Hubei Province

The socialization of sports must depend on sports organization. The development of sports organization is an inevitable tendency of China economic system reform; is a requirement of sports system reform; and is accordance to the law of modern sport development. Meanwhile, the substantialization of Sports organizations is both the requirement of sports socialization and the requirement of marketization and industrialization of sports program. As the link between national and local Sports organizations, the provincial sports organizations in Hubei play an important role to the sports affairs in Hubei Province. But in our survey, we find that because of the weak social basis and lack of efforts, there are many kinds of problems during the period of the substantial development of the Sports organizations of Hubei, such as: the remarkable dual character as government and private, the unpractical artical, the chaos of the administration, the irrational exploitation of human resources, lack of sport equipment, and the unclear economic situation etc. These problems not only seriously impede the substantial development of the Sports organizations, but also block the development of the sports affairs in Hubei. To alter the situations, we have to start with the countermeasures such as: to clear and define the power of government, to design practical program, to make clear the division of labor, to plan widespread and profound activities, to strength the power of publicity, to seek volunteers, to bring the initiative of the members into full play, to increase the sport equipment, to build standard financial system, and to establish financial rule, etc. Finally, the development of sports organization will achieve six targets, which are the (1) clear division of government authority, (2) the practicality of its program, (3) the unification of its administration, (4) the decisive role of the members, (5) the richness of its resources, (6) and the independence of its finance, so as to achieve systematic operation. These are the essential characteristics and constructive basis of the substantial development of the Sports organizations in Hubei Province.
