The Research On Constituting Scientific Research Evaluation Indicator System Of Hunan University

The university interior scientific research evaluation is a kind of activity bases in the certain scientific research goal, uses scientific method for carry on value judgment to the scientific research activity, and carries on management, surveillance, forecast and regulation of it. This evaluation is oriented at the developing goal of scientific research, insisting classified appraisal, and examining science research characteristic of interior research units comprehensively. After evaluating, the university interior scientific research can timely detects and amends the limitation of internal research work, improves the validity of distribution on scientific research resources of school, gets a good scientific research environment for science researcher, stimulates the technological innovation of university, and strengthens the science all-around research capability of school. So, the interior evaluation of scientific research has become an important content for the scientific management of the school.Hunan University supervised by the Ministry of Education, being the proper constructed university of the "211"and "985"project. After the 10th Five-Year constructing period, the research developed deeply, the school advanced higher demands than ever to the management of science research. For the efficiency management, pushing the scientific research work of Hunan University deeply, the school should construct an availability and scientific science research evaluation indicator system. In early 21st century, the school established the goal of constructing high-class university, and defined the target of specific research development at this time in 11th Five-Year plan. This research was oriented at those goals, analyzing the actual situation of scientific research and management, being based on scientific construction, the school is divided into science, engineering, humanities and social science, this evaluation indicator system is based on the standpoint of science research benefit, has constructed "Sciences Research Evaluation Indicator System" , "engineering Sciences Research Evaluation Indicator System "and "Humanities Social Sciences Research Evaluation Indicator System" using the AHP. The indexes were set by science research characteristic of interior research units, and emphasized "the gross" and "the average". the first-grade indexes include science research output and investment, science research investment comprises manpower, funds and base, science research output reviews direct output and indirect output roundly, the second-grade and third-grade stair indexes and parameters were set by science research characteristic and development rule of three differently studies. On the basis, this research also believe that the university research evaluation indicator system is not unchanged, the school need adjust the research evaluation indicator system timely, use the experts organization, such as the "Professor Commission", and the scientific quantitative method to amend it, and form the opening evaluation indicator system, for adapting the changes in research, impulse informatization of the management of scientific research.
