Since 1983 USNews began college evaluation in USA, many varieties of college evaluation are appearing on TIMES ONLINE, MACLEANS, German Spiegel weekly magazine, Japanese diamond weekly magazine. In 1987, China Management Academy of Science issued the evaluation result of 87 domestic colleges based on SCI. Research Center for Chinese Science Evaluation of Wuhan University and China Youth Daily together issued the report of 'evaluation of integrated competitiveness among Chinese universities' on September 21, 2004.There are about 40 varieties of evaluation results issued by more than ten departments in the past 17 years, at the same time, evaluation indicator are developed from single indicator to various indicator, till to integrated indicator system.As the base of College Evaluation, the choice and setting of the College Evaluation Indicator have direct relationship with a scientific, reasonable and equitable evaluation result, and they also decide the extent on which the result is accepted by the public. The paper begin at the college evaluation overseas, review the development of college evaluation in the domestic and foreign countries, and particularly introduce the college evaluation indicator system of USNews 2004, TIMES ONLINE 2004, MACLEANS 2003, Item Group of China College Evaluation 2001, Netbig 2004, Research Center for Chinese Science Evaluation of Wuhan University 2004 (part of key university), Institute of High Education of Shanghai Jiaotong University 2004. On the basis of this, the paper thoroughly compares and analyses the whole structure, the first level indicator and the second level indicator in the different indicator system, analyses the different of indicator system in the domestics and foreign countries in the difference of social consciousness, the difference of education and administration laws and policies, the difference of college evaluation units.College evaluation usually analyzes the aim of object, and sets different indicator for different aim. The paper discusses the setting principle of monolayer indicator and indicator system on all aspects. Monolayer indicator should be set on the principle of aim, clear, measure, stabilization characters, on the other side, the setting of indicator system should obey the principle of layer, integrity, moderation, position, accordance. After the choice ofevaluation indicator, different indicators should be measured by different weight. There are many usual means to measure different indicator, such as directly set weight, compulsory mark, cycle evaluation, principal component analysis, analytic hierarchy process etc. The paper chooses 34 kinds of indicators from the indicator system of Research Center for Chinese Science Evaluation of Wuhan University 2004 (part of key university) on the basis of correlate analysis result by SPSS software, and then give different indicator different weight through count. On the evaluation data of Research Center for Chinese Science Evaluation of Wuhan University 2004, the paper does application research on China key universities evaluation, gives evaluation result, and compares with the report of 'evaluation of integrated competitiveness among Chinese universities'.
