With the rapid development of higher education, middle administrators of the university as the important part in the innovation of management and system, the ir functions are outstanding day by day. Middle administrators are the leaders of the departments, they answer for the important task of the communion enter higher-up and underling. They are the organizers and executants of the decisions of the university. The work and action of middle administrators will affect the enthusiasm and creativity of base administrators and teachers; their abilities also affect the development of their own department. The middle administrators' choose and inspire is a very important part of those strategies that develop the university through the person. Their levels of management represent the visualiz and competition of the universities.The system of performance appraisal about middle administrators in the university is not only the important part of the management of middle administrators, but also an approach to discover and inspire excellent talents. Now, with the incessant perfection of the middle administrators' management system, performance appraisal on middle administrators has gradually come onto scientific track. The traditional management appraisal is functional and its' disadvantages are showed in practice. Though many universities have their own performance appraisal on middle administrators, because of the disadvantages on concept, system and technology, it's still emphasize only qualitative appraisals while ignoring quantitative ones. And the universities' development goal isn't separated into small goal. Especially, performance appraisal of middle administrators isn't linked with the whole performance of the university. All of these baffle the real function of performance management of the university.This paper tries to establish the performance appraisal system guide by strategy-oriented of middle administrators of the university, tries to innovate the system of performance appraisal and realizes the middle administrators' scientific appraisal.The main points of view of this paper are:Firstly, the performance appraisal system guide by strategy-oriented should realize the performance appraisal of middle administrators is linked with the whole performance of the university. The total performance of middle administrators is consisted of two parts. One part is the department's performance of middle administrators, the other is middle administrators' own performance. The two parts hold the proportion and conclude the final performance of middle administrators.Secondly, The thesis tries to propose the administrator's performance structure. It is task performance, individuality performance, relation performance and personal-ability Performance.Thirdly, in the paper, it uses the AHP to set the weight for the performance appraisal index, using FCA to carry out the performance appraisal of middle administrators. And this method can make qualitative method connect with quantitative method. Then, we can conclude the scientific conclusion.Fourthly, the establishment of the system of incentives, should encourage acts of moral motivation, strategic incentive three dimensions, change the traditional task of incentives, encourage the establishment of new strategic model, really display the function of the system of incentives in achieving strategic goals of the universities.Fifthly, this paper tries to explore the network of performance appraisal of middle administrators. And it proposes the realized track and process of appraisal. It really simplify the performance appraisal process, ensure that the calculation is simple and reflects the performance of middle administrators.
