With the reform and development of private higher education deepening in my country, the role of administrators in private institutions of higher education looks more significant and, in some degree the high or low level of management determines the development of a private institution of higher education. Therefore it is very vital for the development of private higher institutes to strengthen the performance appraisal of administrators, enhance the quality of administrators, stimulate their work enthusiasm, and improve their work efficiency.This article take administrators in SHENYANG International Institute as the research object, in view of the problem which appears in the performance appraisal of it, designed a set of practical and feasible performance appraisal program to promote human resources management level of SHENYANG International Institute. This article first elaborated the research background, the goal, the significance and the performance appraisal theories. Then, through to the visiting and investigation of the basic situation, the human resources condition and the performance appraisal current situation in SHENYANG International Institute, on the basis of performance appraisal correlation theories, analyzed the institute which to have had the main problem and the root. Again, based on the job analysis and investigation to the institute, has designed performance appraisal program of the administrators. Emphatically used the mature appraisal tools as Balance Score Card, Key Performance Indication and so on, united the organizations setup and the job process of the institute, designed the index system of the administrators with classification, and designed daily operation system of the appraisal program. Lastly, the implement measures to ensure operation the administrators' performance appraisal program were proposed.
