In the movement of the establishment of socialistic market economy system and the booming economy of China along with the enhancement of mass living standards, people exert more anticipation on education accordingly that emerges in a trend of diversified development. Whereas, it deserves to point out that China as a whole is none the less among developing countries, even though it gains in expeditiously gross economy. In addition to evidently deficient investment in education during chronic period, China is hence known as a have-not that handles great education.Being compelled by its situation to transform the out-of-date education system wholly undertaken by the authority, China is supposed to constitute by degrees a fresh one that government-sponsored schooling retains in dominating position while affiliated jointly by all circles within the community so as to adapt the education to social requirements of multi-type, multi-level and multi-aspect. As the reform of education system advancing exquisitely, private education steps into an era of accelerating development. As far as the elementary education is concerned, the evolution of private education transfuses herein considerable fresh blood, playing a crucial part in defending the impartiality of fundamental education, optimizing the educational resources, and meeting social demand for diversification of education. Nevertheless, we must likewise acquaint ourselves with the facts: being in a nascent condition, private elementary education is neither protected by mature policy environment nor treated on equal terms with public school. Numerous private schools are all the same burdened with awesome pressures to survive; some are even confronted with ventures towards extinction. Up against up-to-date conditions and challenges, none but novel position and scope is essential to accomplish brand new development.This study takes Shanghai as a typical case, exerting profound investigation and analysis on the development of private elementary education. It will truly describe the existing problems of present private schools, put forward measure and develop prospects and analyses on sustainable development of private elementary education in accordance with the documents obtained via investigation, and bring forward relative insight in the hope of referential value for relevant persons engaged in management, research, and practice.This study is divided into four parts: to begin with, it principally states the researching background and meaning and status quo in both circles of theorists and educationists. The researcher presents his own research brainchild, measures and innovative highlights. The second part is contributed to summarize comprehensively the progress, experience and primary achievements of Shanghai in latest years by analyzing the current situation of the development of Shanghai private elementary education. Furthermore, in the third part, this paper analyzes on a list of prominent issues we found through the analysis on the problems existing in the development of Shanghai private elementary education, especially the contrastive analysis between private education and public education. Eventually, the researcher tables a proposal with solutions on how to boost the development of Shanghai private elementary education. By emphasizing the point of operation, he puts forward several concrete measures for Shanghai private elementary education, giving decision-making reference to managerial department of education administration, on how to advance in the sustainable development in health.
