The bidirectional interaction of human resources in urban and rural areas is a very good way to regulate the surplus and shortage situation of human resources in urban and rural areas. It can promote the employment of human resources and the economic growth in urban and rural areas. It also benefits the accumulation of rural capital and the coordinate development of both rural and urban areas. The current direction of the human resource movement is unidirectional research on the rural surplus of human resources to urban areas. Increasing the bidirectional interaction of human resources in urban and rural areas would contribute to a well-balanced structure in both rural and urban areas. You can achieve this by increasing the business and human capital promotions, and advancing urbanization by providing incentive for urban citizens to live and work in rural areas. It has great real significance and theory value to build a harmonious society.The basis of the research in this article is primarily on the theory of urban and rural areas and the uses of labor economics,education,management and human movement theories to give the definition of bidirectional interaction of human resources in urban and: rural areas, then it clarifies its characteristics. The ideas and influence factors include the dual structure in urban and rural factors,institutional factors,environmental factors and educational training factors. The article puts forward the ways of bidirectional interaction of human resources by marketing and governing in urban and rural areas. Then it build a set of platforms to incorporatethese theories——the coordinated platform of the human resource market in urbanand rural areas,the complementary platform of production factors in urban and rural areas,and the corresponding agency platform in urban and rural areas. At last it suggests advancement for the system and guarantees a new innovative solution.From the perspective of human resources, the article introduces new research theories to do some research on urban and rural areas which are different from the old research structures. Because people are the most important contributors to the production of resources and materials, we should combine the human resources in urban and rural areas and coordinate development between the rural and urban areas of market and government, plus the movement of human resources can allow the capital to become more flexible with technology, information and resources. These actions will effectively promote the bidirectional interaction of human resources in urban and rural areas to allow a more productive society thus achieving the aim of this theory.
