It is the new subject-reform in practice and the promotion of the school-based concept that give teachers challenges and the new demands to school's traditional teaching-research activities. Teachers should work as searchers, practitioners and creators for the new subject-reform program, who are not only content with their duty, but also focus themselves on their professional development. Teaching-research activities must meet the new subject-reform chances do their efforts to make teaching-research groups learning ones. By promoting the programs, help teachers make progress and schools reach a higher education-teaching level, in stead of being conducted at the fixed time or places as usual.This article, by researching how the programs are carried out in Tianshui Ordinary Senior Middle schools at present, discovers the present problems: 1) All the schools do not make enough efforts to help their teachers have ideas on "school-based teaching research". 2) School-based teaching research systems haven't been built completely in every school, which made many activities changed into kinds of form.3) "Professional lead" is seriously lacked.4) Teaching-research departments of different levels do not play enough roles.Series of survey and analysis made in this article suggests the main reasons for the present problems as follows: Teachers generally lack some plans to develop themselves, and inner power for their work, owing to the long-term practice in teaching research and non-adequate training in the concept on school-based research; Leaders are so busy with their businesses that they pay no enough attention to school-based researches.With the non-complete research system, and the influence from the NCEE { National College Entrance Examination), all the work of schools centers on the examination scores, which doesn't make teaching-research departments of different levels attach importance to teachers' development but causes an obsolete teaching-research situation.On how to change the present situation of Tianshui Ordinary Senior Middle schools' teaching reseach, some proposals are put forward in this article as follows; 1 )Teachers should be encouraged to have their professional development's goals and educated vigorously to have school-based research concept. 2) Complete teaching-research systems must be further built at schools, as well as the management systems to adjust to the new subieets'courses.3) Teaching-research groups should really undertake the duty on school-based research to explore new teaching methods.4) Schools must take human and cultural care of their teachers to help them reduce any pressure.
