The object of education is human, so population and its changes both are determining factors in the development of education. We study the impact of population dynamics in the development of education can be very helpful to make appropriate decisions for the formulation or regional planning and vision of education. At such a crucial period for the readjustment of the economic structure and social transformation in our country, the Hunan Provincial Party Committee and Provincial government attache great importance to vocational education, and they think the development of vocational education is an important foundation in economic and social development and strategic focus for education.Using demography, education, development theory as guides, this paper mainly studies the reality problems of secondary vocational education with economic development and policy guidance of Hunan province and tries to exploring regulation of the development of vocational education from the perspective of the population.The current population state of vocational education in Hunan Province is very clear. In this paper, at first I analyze the relationship of population, human resources and human capital, then with the economic and social needs of the human resources I sum up the current development situation of vocational education in Hunan Province. On the basis of population forecasts I try to forecast 2007~2020 secondary vocational education school-age population in Hunan Province. Also with "decision of Hunan Provincial Committee and government vigorously develop vocational education", "decision of Hunan Provincial Committee and government building and strengthen education " as policy guidance ,I forecast the scale of vocational education in Hunan Province and analysis the development strategic objective trend of education in Hunan Province. And I think these analyses will be helpful to explore the secondary education resources in Hunan Provincial and can be conductive to educational quality and efficiency improvement.The main conclusions reached in this paper: the status quo of China's population determines that vocational education is an important choice in the investment in human capital and China's education status quo decided we should vigorously develop vocational education. The status quo of the population in Hunan Province shows that if we want to improve the quality of population and universal high school education, we should enhance the junior high school and secondary vocational education enrollment rate and focus on the development of vocational education in rural areas. In this paper, the forecast trends show that secondary vocational education in Hunan Province is relatively short of students and teachers. The contingent of teachers, the professional setting and the school resource, so and on there is still much to be diversified reflection.
