With the fact that our country socialist market economy member state establishing and becoming WTO, the globalization course that our country melt to enter the world is accelerated further. Demand of society to every pragmatic arrangement of ideas type talented person quality, technical ability is more and more high. The vocational and technical education accomplishing to train a pragmatic type talented person is confronted with gigantic opportunity and challenge. Reform and reinforce occupation technology educational management, become necessity right away with the need adapting to new circumstances.This paper , under this one society background , conforming to the social development objective requirement, chooses Liaoning vocational and technical education as the object of study, uses systems analysis method, document law and comparison research method, analyses Germany-American-Australia-Japan idea , system , the pattern educating system, education and the experience may draw lessons that four national vocational and technical education manages, and analyses our country vocational and technical education current situation. On the basis of this, It analyses Development scale and layout of Liaoning province vocational and technical education combining with data priority here, and forecasts on Liaoning future province occupation technology talented person need.Main content of this paper as follows: First, brings forward the thesis research background and sums up the vocational education relevance theory; Drawing abroad vocational education development experience and then, based on homeland vocational education, analyses Liaoning province vocational education present situation to detailedly. Then forecasts future Liaoning province occupation technology talented person brings forward the conception of Liaoning province vocational and technical education development and, combining with educating"about 11"plans of Liaoning province vocational education, and brings forward the countermeasure developing vocational education. Finally it sums up the main conclusion and FOAK shortly and to the point, to follow-up research looking into the distance.
