Heilongjiang province is a big agricultural province, economic development is still in the low level of the country, agriculture, rural areas and famers problems is relatively outstanding, we are in a positive environment for the development of agriculture. to strengthen the construction of agricultural about modernization, we must develop the rural vocational education vigorously, cultivating a new professional talents are equipped with high cultural quality and grasping modern agriculture technology.in this paper, combining literature search and field investigation, by research method about analysis of mathematical statistics and comparative analysis, studying the development of rural vocational education in Heilongjiang province. Heilongjiang province has become national experimental zone of reform of the modern rural vocational education, perfecting system of rural vocational education gradually. The main problems are: imperfect relevant po licy, The low degree of understanding, A shortage of money, shortage of students source, low employment rate, Lack of educational resources, deviation of the curriculums and so on Secondly, build index system about factor of restricting development of rural vocational education, design a questionnaire survey, issue and back to the higher vocational colleges in Heilongjiang province, then use software of SPSS to take back the valid data for factor analysis. Analysis the key to restrict development of rural vocational education in Heilongjiang province, According to the degree of restriction order from big to small lined up for: Educational material conditions, structure of education, the input of the government, teaching staff, Professional skill, level of co mpetence of Graduates, configuration of social resources. Finally, according to the actual situation of rural vocational education in Heilongjiang province, put forward to development rural vocational education in Hei longjiang province, must be give play to three power of the government, enterprises and vocational colleges, integrating the resource of educational facilities, to achieve the development of the scale of vocational education, innovate school-running mode of the rural vocational education, increase level of input of capital, to strengthen the constructionof teachers, improve the quality of education, cooperate between school and enterprise, meet the needs of market, to improve the recognition of society, improve to Supporting policies about rural vocational education.
