Instructional Technology field is one of the existing fields of Education, and there has been the theory tradition that the technology is the first focus, which is considered as technology setting paradigm. That exactly means the technology determines the instructional technology and the view of technology determines the view of instructional technology. The essay follows the traditional paradigm and researches on instructional technology and its essence and the perspective of technological philosophy is explicit brought up, which is referred to hypothesis self-exam and criticize the technology view based on philosophical point of view or attitude in the instructional technology. Starting from the view of technology in the instructional technology in China, the popular views are summarized and it is the view of technology philosophy that is the very paradigm which is needed by the time. The definition of the technology which conforms to the characteristics of Web-Time and the main theory of communication are quoted, and the discussions on relationships among society, education, communication and technology result in being brought up the definition and essence of instructional technology.
