Education is gradually doing the transformation of "scientific" and "technology-based" along with the extensive development of technology in all fields of the social life, and the Educational Technology is just the new subject which emerges from such a social background, it is the subject which is a "technology-oriented" subject. The coming of the systemic educational technology gives a very important influence to all the aspects of the education, and it sets up a constant development in the educational field after that it had been successfully used during the second World War.After analyzing the developing process and the developing reality we Chinese scholars think: the falling behind of the educational technology's foundational theoretical study has become the bottleneck of the educational technology development. The basic theory of Educational Technology is consisted of two parts: first, the study of educational technology in philosophy level, namely the nature,value and ethic of the educational technology, and so on; second, the study of educational technology in scientific level, namely the developing law,scientifical theory of the educational technology and its system. It requires a combination of concrete practice of educational technology to obtain how to construct the scientific theory of the educational technology, with cumulation—a gradual perfect and increasing theory; constructing a philosophical theory of educational technology needs that the researchers of the educational technology consist of a certain philosophical foundation and historical knowledge; with permanent nature—the excellent philosophy theory of educational technology can meet the development and practice of the educational technology in a certain period .After looking up lots of information on the educational technology, I have learnt that the scientific level of the educational technology and the philosophical level of the educational technology is also constantly building and being better. So in this issue, I bravely discuss the philosophical theory of the educational technology (including the ethical issues of the nature, value, and application of the educational technology) with the combination of the developmental time background and the problems that appears during the formation of the educational technology. This issue discusses the theory of philosophical level with the combination of the era background from Humanity Perspective, and the Humanity Perspective is the main field through the issue.
