On the background of globalization, private higher education has a place, even at a very important position, in many countries'higher education systems. As a economically developed and high social welfare country——Australia, since the late 1980s, the situation public higher education dominating the world was broken, in Australian laws and regulations system, private higher education institutions were approved by the Government and got a certain degree of government subsidy. What were the reasons which Australia carried out this series of market-oriented reform, and what about the reform measures and results? These issues are all of this paper to explore.In this paper, research approaches including literature, comparison and factors analysis, described and analyzed the private higher education development course, result, seasons and features in Australia, and revealed its thinking to our action, expected to provide useful lessons for the stability and sustainable development of the private higher education in China.The full text is divided into five sections:Section one, described the origin of the study, literature review, research methods and the definition of the core concepts.Section two, briefly described the development process of the higher education reform in Australia from emergence, subsidence to rejuvenation.Section three, described the development actualities of private higher education in Australia, including the overall situation, the external management structure, internal management structure and funding sources at present.Section four, analyzed of the development reasons of the private higher education in Australia, for summing up four points: Massification/Participation in Higher Education; Neo-liberalism; the New Public Managerialism; Economic Globalization and Internationalization of Education.Section five, summed up the three development characteristics of the private higher education in Australia: Legislative Protection; Quality Assurance and Government Subsidies, as well as raised several existing problems.Section six, through the above description of the actuality and Analysis of the causes, in view of the current development of Chinese private higher education, making three points: to sound private higher education regulations and policies; to construct private higher education quality assurance system and to establish a long-term capital financing mechanisms.
