By educational legalization, governmental financial aid, social support and their self-improvement, Japanese private universities develop healthily and rapidly.From a comparative perspective, the paper studies the development process of Japanese private higher education and the keys to its success, on the basis of which, the last chapter of the paper puts forward several recommendations to dealing with the main problems existing in the development course of Chinese private higher education, that is, improving policies and legalization for private higher education, providing financial help to private higher education, further increasing the earning possibilities of private institutions and establishing and improving the autonomous organizations among private universities.
