China has resumed its private higher education since 1980s. Thanks to reforms and open policies, Chinese private higher education has entered a stage of rapid development after more than 20 years development. Although the management scale and level of our private higher education institutions have been improved by a certain extent, in general, the current Chinese private higher education is still at the preliminary stage of development. In the course of its development, there have emerged many problems, such as the obvious difference of the government's policy and treatment towards public and private universities, the social discrimination and prejudice against private universities, the lack of legalization for private higher education, difficulties in funding, the low level of school operation and the unwarranted quality of education, etc. All of these affect and prevent its sustainable development.However, Japan, as one of the earliest countries to popularize higher education in the world, its private higher education undertakes the major task in the process of popularizing Japanese higher education and has a positive effect on Japanese social and economic development. We can say that private universities have a dominating role in Japanese higher educational system. Looking back on its development process, we can easily find the following facts. The complete law for private education provides the legal support for Japanese private higher education. The government's financial aid to private universities is a major cause for the development of institutions of Japanese private higher learning. Social support is the base of the development of Japanese private higher education. Adjusting to the society's needs and voluntarily making changes both in the way to run the university and the curriculum is the inner motivation and mechanism for the development of Japanese private higher education. Featuring its ways to operate the school, Japanese private higher education is world-famous. By educational legalization, governmental financial aid, social support and their self-improvement, Japanese private universities develop healthily and rapidly.From a comparative perspective, the paper studies the development process of Japanese private higher education and the keys to its success, on the basis of which, the last chapter of the paper puts forward several recommendations to dealing with the main problems existing in the development course of Chinese private higher education, that is, improving policies and legalization for private higher education, providing financial help to private higher education, further increasing the earning possibilities of private institutions and establishing and improving the autonomous organizations among private universities.
