The New Period, according to the study of the history of private higher education in China, indicates here that of over twenty years since the 1980s, the most rapidly growing period of private higher education in China. The establishment of Chinese Society institute in 1982, the first private college, symbolizes the commencement of a new era of private higher education, and subsequently follows great growth. The present circumstances are as follows: there are more than 1400 higher educational institutions with some 1.4 million enrolled students; every year nearly one million students are graduated and contributed to the four-modernization of China. As the enactment and implementation of "The Act of Chinese Private Education Promotion" in Sep. 2003, the national private higher education enjoys more good opportunities for further development.Nowadays, though the private colleges and their student are on the increase, their quality remains a growing concern. There occur more and more conflicts and contradictions among the school-runners, the government, the staff and the students as well as many ethical problems typical of the private higher education and unsolvable in laws-problems such as private higher education responsibilities, teaching quality, school rights infringement, staff stability, enrollment of the students and employment of the graduates. These problems are the barriers to the development of education. Therefore the government takes the private higher education a key study subject, aiming at not only solving the problems existing in itself, but also seeking a new approach to the reform of it. At present, there are many articles dealing with it from the perspectives of education, sociology, economics, etc, but those from the perspective of ethics are scarce. In this essay, the author commits himself to the study of the ethical problems arising in the private higher education for the purpose of the establishment of new tentative theory and some beneficial work for its development.A careful study by the author shows that the fundamental problem ishow to promote its development. The essay explores the nature of its development, i.e. it should be beneficial for the society, and its great significance, makes a detailed analysis of various problems occurred and concludes that there exist three ethical problems: First, the rights of education, i.e. the rights of running colleges and other institutes, of the teachers' teaching and of the students' being taught. Second, the responsibilities in education including political, economic and managerial responsibilities on the part of the school and the part-time teachers' and the students' responsibilities. Third, the role of education, i.e. the different role of the teachers and the students and the qualities of the teachers.To solve these problems and get private higher education out of its plight, the author in this essay puts forward three basic principles of education: beneficial education, impartial education, and humane education, and explores some practical approaches to the promotion of its development at the three levels of government, school, and the students, which constitute the theoretical guideline for private higher education.This essay falls into four parts. The first part makes a overall view about the history of private higher education in China. The second part mainly concerns the problems, those in the new period. The author analyzes them in detail from the perspective of ethics. Part three focuses on the ethic reflection on the problems discussed in part two and tries to find some effective ways to solve them. The last part is the conclusion where the main point of the essay is retold, i.e. the development of private higher education should be promoted greatly and it's everyone's duty to make it a real beneficial enterprise.
