Faced with increasingly fierce competition, countries around the world regarded ICT in education strategy as a forward-looking choice to promote innovation and development of education, and enhance countries’ comprehensive competitiveness. After decades of development, ICT in education has achieved remarkable results in China, but there is a significant gap with the demand of people and the level of developed countries in the world. In order to promote ICT in education to the level of national strategy, China’s Ministry of Education released the "Ten-year development plan of ICT in Education (2010-2020)", and the provincial and municipal educational institutions at all levels have been starting to develop development plan of ICT in education. What can be learned from the ICT in education development plans of developed countries, how to develop scientific and reasonable ICT in education development plan and how to implement development strategy of ICT in education, these problems are the key points that educational policy makers and researchers of ICT in education concern.Using the methods of documentary research and comparative study, firstly, the paper interpreted and analyzed the U.S. National Education Technology Plan (NETP) and ICT in education Master Plan (MP) of Singapore, with respects to the strategic objectives, development tasks, projects and safeguard measures. Then, the paper summarized and analyzed the development background, organization institutions, development process and implementation results of the NETP and MPs, with the materials of a large number of domestic and foreign literatures and the related investigation reports published by UNESCO, OECD, IEA and World Economic Forum and the data provided by the UNESCO Institute for Statistics (UIS), U.S. National Center for Education Statistic, Department of Statistics Singapore and other related database of ICT in education. On this basis, the paper analyzed and compared NETP and MP in the five aspects of development background, specific content, organization institution, development process and implementation results.Based on the analysis and comparison of the NETP and MP, the paper summarized the experiences of developing ICT in education of the U.S. and Singapore, and the enlightenments on the development path and method of strategic plan for ICT in education in China. Finally, the paper put forward several political recommendations on the development of China’s ICT in education from the aspects of infrastructure construction, founding for ICT in education, construction and sharing of digital educational resources, construction of teaching staff, student training model innovation and establishment of evaluation system of ICT in education.
