With the curriculum reform continuously deepening, problems on the teacher evaluation appear gradually, and become the obstacles preventing the reform form going deep. Theoretically, there is the research and reform of the new curriculum's theory before the practice, while on the contrary in reality. In many places, the new curriculum reform has been carried out vigorously, however, the former evaluation system is stilled used to evaluate teachers, or the new system is adopted not in essence, but in form. So a phenomenon appears that old standard is used to weight the new curriculum reform, which makes teachers in the dilemma one is wholly new evaluation theory and the other is traditionally existed evaluation practice. Consequently, the enthusiasm upon which a host of teachers attend the reform is hurt and many negative influences have been had. Then it is clear that how greatly urgent and important the teacher evaluation is for the new curriculum reform. The purpose of my study is to show the teachers'dilemma by historically looking back the teacher evaluation and studying its current situation through a survey on many primary and middle school teachers–to ensure that the new curriculum reform can develop healthy and smoothly.There are four parts in my paper. The first part is on the conceptend meaning of the teacher evaluation. In this part, the definition tadlying with the new curriculum reform is firstly put forward and then its importance is argued. The second part is the historical revision of the teacher evaluation. Its main purpose is to offer some models by reviewing its development process in history and summarizing British and American relative experience. The third part is about the current situation under the influence of new curriculum reform's concept. The policy basis of the carrying out the teacher evaluation in our country is firstly discussed; secondly, the practice condition is shown, according to the research on its current situation by the survey on some primary and middle school teachers in Binzhou; the concept expression of Chinese teacher's dilemma is given. The fourth part is the strategies on carrying out the teacher evaluation under the new curriculum reform concept. Mainly relying on the demands for teachers existed in China, and focusing on its current situation, improved strategies are advanced in lots of respects, such as , evaluation purpose, principal part, content, standard, method and effect act. At last what is put forward is that the key to the problems is to change examination system of China and improve the teacher evaluation system.The researcher on the teacher evaluation is a far long way to go and there are many things needed to be done for that. But the most important thing is to put it into practice. Only by doing that couragously can the perfectly suitable model be found out truly.
